The first step for installing ArcPad 6.0.3 is to read the Installing ArcPad 6.0.3 install guide!
The Installing ArcPad 6.0.3 install guide is included as a PDF file on the ArcPad 6.0.3 CD–ROM, as well as available for download from www.esri.com/arcpad.
If you intend to use ArcPad on a mobile device such as a Microsoft® Pocket PC device, Windows® CE Handheld device, or a Windows CE Palm-size device, you must install Microsoft ActiveSync® version 3.0 or greater on your desktop system before installing ArcPad. (Microsoft ActiveSync 3.7 is recommended.)
Your mobile device does not need to be connected to your desktop system during the initial installation of ArcPad. You may install the ArcPad Application, Font, Sample Data, or language locale files to your mobile device at any time after successfully installing ArcPad on your desktop. To install any of the mobile components of ArcPad, connect your mobile device to your desktop PC using ActiveSync and on the PC choose the desired component you wish to install from the ArcPad program group:

The ArcPad program group on the PC is located under Start\Programs\ArcGIS.
The latest version of ActiveSync and other related technical information and resources can be found at http://www.microsoft.com/windowsmobile. You can download ActiveSync 3.7 from http://www.microsoft.com/windowsmobile/resources/downloads/pocketpc/activesync37.mspx.
To register the Windows portion of ArcPad, first visit http://web.virginia.edu/rescomp/ to register ArcPad and obtain the registration number. You will then need to select ArcPad 6.0.3 for Windows NT Technology from the drop-down menu in Windows.

Your Name and Organization should appear automatically and the Registration Number is available from the Research Computing Licensing database.

It is highly recommended that you uninstall any previous version of ArcPad from both your desktop and mobile device before installing a new version of ArcPad.
Removal of ArcPad from your mobile device can be performed using the Add/Remove Programs option from the Tools menu in ActiveSync while your mobile device is connected to your desktop system. Alternately, you can use the Remove Programs option from the Settings menu on your mobile device.
There are issues on mobile devices
with uninstalling or overwriting fonts. It is recommended to remove
the ArcPad font manually by using Windows Explorer on the desktop to
navigate to the \Windows\Fonts directory on the connected
mobile device and using the standard file delete in Windows Explorer
to remove the file esri_30.ttf. The ArcPad Font has changed
at ArcPad 6.0.1, so it is recommended that you uninstall the
existing ArcPad Font from ArcPad 6.0 and install the updated font.
If you have already installed the updated font at ArcPad 6.0.1 or
6.0.2, you do not need to do this again as the font is unchanged at
ArcPad 6.0.3.
If you choose not to remove the ArcPad font from
your mobile device, but do choose to install it again, a "File
In Use" error message may be reported on your mobile
device.
ArcPad can be uninstalled from your desktop using the Add/Remove Programs option in the control panel.
The ArcPad Tools custom toolbar for ArcGIS™ Desktop 8.2 and earlier can be added to ArcMap™ by using the Customize option of the Tools menu. Click the Add from file button and select apTools8.dll (by default, the apTools8.dll file is located under the \Program Files\ArcPad\apTools8 folder).
You should not install the ArcPad Tools for ArcGIS Desktop if you are using ArcGIS 8.3 or later. ArcGIS 8.3 and later includes an ArcPad toolbar which includes the tools provided with the ArcPad Tools for ArcGIS Desktop. Please see the ArcGIS Desktop Help for details on how to add and use the ArcPad toolbar in ArcMap.
The ArcPad Tools extension for ArcView® GIS 3.x can be installed by copying the files apTools3.avx and apTools3.dll from the apTools3 directory of your ArcPad installation to the location specified by the ArcView GIS 3.x environment variable USEREXT.

All of the language packs included with ArcPad 6.0.3 are automatically installed on the desktop PC when installing ArcPad 6.0.3. However, language packs need to be individually and explicitly installed on Windows CE using the Language Packs for Windows CE > Install Language Pack program group item on the desktop PC. Once a language pack has been installed on a device, it can be selected from the Locale page of the ArcPad Options dialog box.
ArcPad 6.0.3 addresses the issues discovered with ArcPad 6.0.2 and
Windows Mobile 2003 (aka Pocket PC 2003).

ArcPad 6.0.3 introduces three additional localized languages: Chinese (Traditional), Chinese (Hong Kong), and Swedish.
ArcPad 6.0.3 also addresses a limited number of issues raised from the previous releases. Below is a summary of the bug fixes, with their corresponding support reference.
OnCancel event no longer hangs ArcPad in multi-page forms (Ref: CQ00211082).
Calling Form.Show after closing another form no longer locks up ArcPad (Ref: CQ00201365).
MsgBox in Form_OnUnload event handler no longer locks up ArcPad (Ref: CQ00200846).
UTF-8 data from ArcIMS is now interpreted correctly (Ref: CQ00207289).
Labels no longer get missed for some cases with 'donut' type polygons and polygons in lat/lon coordinates (Ref: CQ00194339).
RASTERFILLSYMBOL element no longer broken for polygon rendering (broken in 6.0.1 and 6.0.2) (Ref: CQ00205252).
The minscale and maxscale attributes are now read from <LAYER> element in APL files (Ref: CQ00224762).
ArcIMS layer image retrieval fixed for PPC 2003 devices. Also provides improved progress display when downloading images from ArcIMS (Ref: CQ00222873).
OnFeatureChanged and OnFeatureGeometryChanged events fired now to Layer object when editing via Find or Advanced Select (Ref: CQ00219723).
Polygon fill colors no longer mixed when polygons overlap on CE (Ref: CQ00187390).
24 bit PNG images handled correctly from all ArcIMS servers now (Ref: CQ00194076)
Server name automatically added to the head of the URL if the URL's path is missing a server name for ArcIMS servers.
ArcPadPrefs.apx no longer violates XML syntax. The '3d' attribute of the MODE element has been changed to 'threed'. '3d' is still read from existing ArcPadPrefs.apx files, but 'threed' is now written out (Ref: CQ00221162).
Setting RecordSet::CodePage now works correctly (Ref: CQ00192205).
Rotation/Scale Factor parameters load correctly from apDatums.dbf for all cases now (Ref: CQ00191081).
Field::IsNull returns correct return value for all cases now (Ref: CQ00189144).
Duplicate values in .DBF tables are no longer added to combobox/listbox for all cases (Ref: CQ00169011).
RTL (right to left reading) for a RTL locale (e.g., Hebrew
and Arabic) can be disabled via the new rtl attribute in ArcPad.apx.
E.g,:
<LOCALE lcid=”xxxx” rtl=”false”/>.
When RTL is off, the RTL locales behave like LTR locales
(essentially, mirroring is disabled).
